PSRT R.T. Licensure Update
Good news from Harrisburg — we have a bill.
H.B. 2173 was introduced on February 27, 2026 by Rep. Kyle Mullins (HD-112) and Rep. Bryan Cutler (HD-100), along with 34 bipartisan co-sponsors. In the current climate, getting that many folks to agree on anything is no small feat.
Over the past several months, PSRT, PhilaSRT, ARRT, ASRT, SDMS, and SNMMI have worked together to refine the language and educate lawmakers about why this matters. The bill modernizes the Medical Practice Act of 1985 and strengthens protections for Pennsylvania patients by ensuring that only qualified, licensed professionals are operating medical imaging and therapy equipment.
That includes standards for radiographers, radiation therapists, nuclear medicine technologists, magnetic resonance technologists, radiologist assistants, and sonographers — all professionals whose work sits at the intersection of advanced technology and patient safety.
Right now, the rules governing these professions are scattered throughout state statute. That creates inconsistency in how they’re applied and enforced. H.B. 2173 fixes that by clearly defining who can — and who cannot — operate equipment that produces ionizing radiation.
The bill has now been referred to the House Consumer Protection & Professional Licensure Committee, which is the first step in the legislative process.

On May 17, 2021, House Bill 1440 was introduced by Rep. David Millard and referred to the Professional Licensure Committee.
On January 24, 2022 the PA Professional Licensure Committee voted to pass H.B.1440 to the PA House of Representatives for vote.

Currently technical personnel standards in the state of Pennsylvania can vary widely based on the type of medical examination or even the type of facility in which the exam or treatment is performed, often leading to inconsistent quality of care and potential lapses in patient safety.
The American Society Radiologic Technologists, the Pennsylvania Society of Radiologic Technologists, the Philadelphia Society of Radiologic Technologists, Society of Diagnostic Medical Sonography, Society of Nuclear Medicine and Molecular Imaging Technologist Section and the American Registry of Radiologic Technologists support the proposal and urge all radiologic technologists in the state to contact their legislators and ask for their support.
The ASRT supports the measure, as it would establish consistent education and certification standards for the state’s medical imaging and radiation therapy personnel.
